Bill screening is the review of newly introduced bills and amendments to identify those relevant to your policy agenda and priorities. Our criteria-based approach provides accuracy and thoroughness to meet your needs.

LBDS delivers Legislative Publications and Capitol Bill Room orders to subscribers within the Capitol region.

This subscription service provides the convenience of having the California Legislative Daily File links gathered in one document and delivered to your inbox.
Bill & Amendment Screening
How Bill Screening Works
- Identify Your Priorities: Work directly with an LBDS analyst to identify your legislative priorities, subject matter, and agenda.
- Daily Analysis: An LBDS analyst reviews and evaluates newly introduced bills and amendments while tracking progress through committees and hearings in support of the criteria you provide.
- Excel Spreadsheet: Proposed legislation matching your criteria is compiled and entered into an Excel spreadsheet including links to each bill and emailed to designated staff.

Publication Delivery

LBDS provides early morning delivery of the Assembly and Senate Publications to your office by 8:30 AM.
Getting Started with Publication Delivery
Your office purchases the Assembly and Senate Publications through the Legislative Bill Room (916) 445-2323. Specify that you would like LBDS to deliver your publications.

Jolanne Tierney was hired in 1982 as an employee, became its primary operations manager in 1988, and became a partner in July 1991. Jolanne became the owner in January 2020 after Chuck retired. With more than four decades of experience, Jolanne prides herself on providing her subscribers with quality legislative services.
